The war in Israel and the recent terror attacks in Mumbai speaks volumes to Jews and civilized people
everywhere in the world. Enclosed is an attachment about our House of Worship Security Training Certification program we are promoting throughout the country.
We are strongly urging Synagogues, Jewish Schools, Institutions and other potential targets in
our communities to undertake this training. This course is not just a series of lectures but rather a
skills and drills program. We also offer a hundred hour course for the law enforcement community.
This is an excerpt from an interview I did last week with Mr. Eric Fingerhut of the Jewish Telegraph agency.
Security experts say simulations are critical to maintain preparedness.
“Anybody can read a manual,” said Rabbi Gary Moskowitz, a former New York City police officer
whose Tzedek Task Force on Counter terrorism offers a 50-hour course for religious organizations that
includes security drills. “You have to have a performance drill. If you don't practice it, it's worthless.”
Much of our research is being accomplished through our college and graduate student internships.
The Tzedek Task Force on Counter Terrorism a not for profit agency is introducing a few innovative
approaches to help in the war on terror to keep America Safe. We have developed a clear plan to
pro-actively manage the dangerous threats to our community by training lay people to be self-sufficient.
Often most houses of worship do not need to hire any outside security guards. We are offering the
first 50-hour Religious Security Certification Course (RSC) for professional personnel and for the lay
leadership of religious houses of worship and Jewish institutions.

"Grenades were exploding in flashes of light. Pews shattered under the blasts, sending splinters flying through the air," he recalls of the July 25, 1993, St. James Church Massacre. "An automatic assault rifle was being fired and was fast ripping the pews -- and whoever, whatever was in its trajectory -- to pieces. We were being attacked!"
But van Wyk was not defenseless that day. Had he been unarmed like the other congregants, the slaughter would have been much worse. "Instinctively, I knelt down behind the bench in front of me and pulled out my .38 special snub-nosed revolver, which I always carried with me," he writes in "Shooting Back," a book published for the first time in America by WND Books. "I would have felt undressed without it. Many people could not understand why I would carry a firearm into a church service, but I argued that this was a particularly dangerous time in South Africa."

We are forming regional security committees in Jewish areas very much like the Hatzala ambulance corp.
Just as they receive training we must put a group in every Jewish community through a House of Worship training program and for the more serious and physically able the 100-hour course of combat shooting and apprehension.
We are working with legislators in NY PA and FL about getting laws passed that would facilitate our goals.
We need to raise funds to pay for the training and organizing Regional Security Committees that meet monthly for updates on security and to practice what they have learned.
Initially the volunteers or their shuls should attempt to pay for their training and their own equipment.
We are also seeking volunteers who can assist us in contacting legislators and contact the media.
We interview with national and local media to explain the situation and purpose of our skills and drills protection program. I am seeking to organize another conference just for representatives from different shuls and Yeshivot.
We are finding that the lay people and individual congregants have been much more responsive than the Rabbinic and Jewish organizational leadership.

The only response time necessary to stop an attack is Zero Response time.
They could never respond fast enough as an imminent attack could result in many deaths and casualties in seconds. Only people on the scene can possible respond to limit death and damage
They practice on stationary targets – terrorists are not stationary
They don’t practice on multiple targets – there is more than one target often.
They are not in motion themselves when they practice – running dodging etc kneeling, prone positions.
They don’t use any protection other than a bulletproof vest, which is inadequate – they must use bullet proof
forearm shielding and helmts which is available, otherwise we are sending our cops on suicide missions
They don’t practice with live people around learning how to avoid collateral damage. They need to use mannequins as representatives of people to see that they don’t shoot at innocent by standers.
They don’t practice apprehension techniques after shooting – most people when shot don’t die right away and must be disarmed and apprehended which takes more skills than most Police officers have.
They don’t practice on site - meaning in synagogues or churches but on gun ranges –
People become disoriented often on foreign territory.
They don’t have immediate access to the blueprints of the House of Worship being attacked.
Police Officers are not familiar with regular congregants who go to that synagogue/church.
Hence, even if they are in front of the House of Worship it is only cosmetic at best as they don’t fingerprint and screen people walking in the door. Anyone can greet them and still take out a concealed weapon and begin a massacre.
Likewise, in the event of a firefight they will not have the capacity to ascertain often who the bad and good guys are. Many people may get hurt. Armed congregants will know who their fellow congregants are.

Christian Jewish Security Trip to Israel
Rabbi Gary Moskowitz, president of the Tzedek Task Force on Counter Terrorism a
not for profit organization is working diligently with Pastor Kenneth Pagano in planning
the first Christian-Jewish Security Trip to Israel.
This will not be just another tourist trip to Israel. We will be meeting, observing and training with some of the top Israeli private and public security specialists to bring home a practical program in personal and community protection against would be terrorists. The tour will also serve to help strengthen the bonds of religious people from our two faiths for we have an immediate common interest facing an exigent threat from Muslim extremists.
The tour will include classes given daily by Rabbi Moskowitz, a counter terror expert and a former NYC police officer/trainer here as well as a former guest combat counter terror instructor for the Israeli anti-terror unit of the border police. Pastor Kenneth Pagano a former American marine who has been seen recently all over the American and international media including Fox TV, CNN, ABC etc will be also hosting this trip.
Our itinerary will include visiting with police, army and governmental officials who work on homeland security issues in Israel. Our group known as the “Chevra Shomrim” (Friendly Group of Guardians) will also visit settlements in the Yehuda and Shomron areas (known as the West Bank) to gain perspective on the security threat Israeli towns and communities face and how they respond. The tour will also serve as a spiritual strengthening for both groups in support of each other.
We are seeking to take at least 20 people initially and as many as 50 with the first training tour.
Some college or graduate credit may be granted for related academic studies.
Those completing the training tour will receive the initial security certification and will be part of our National Security Committee, which will meet regularly with the Department of Homeland Security’s Faith based initiatives Division. The tour will be 10 days and daily religious services will be available and the food will be kosher.

The Tzedek Task Force on Counter Terrorism, a not for profit agency is introducing a few innovative approaches to help in the war on terror to keep America Safe.
1. Volunteer Bureau of Investigations
a. Training college and graduate students for investigative research against terror groups to augment the law enforcement community
b. to assist law firms who will sue corporations and individuals helping terror groups here and in the mid-east
c. to train as auxiliary first responders
2. Legal - Suing corporations & individuals funneling monies to Hezbollah, Chamas and other terror groups
3. Legislative Conference – which we recently held to advocate on security
4. House of Worship Security Training –
Threat Assessment - Security Survey of high threat institutions
Certification in Training staff and membership on basic emergency procedures
5. Combat Shooting and Apprehension
Train Police and lay leaders in our 100 hr. practical counter Terror engagement program
6. Bounty Hunter Program
Many terror suspects in North America have bounties on them as they also commit domestic crimes as well. The employment of Bounty Hunters will be invaluable for tracking down potentially dangerous individuals.
7. Police Medical Command - Training Doctors to assume command at
emergencies who are better trained and equipped than police chiefs
